Which of these tools touch our server, and which never do
Nineteen of the thirty-five never send your document anywhere. They open it with pdf-lib or pdf.js in the tab you already have, do the work there, and hand back the result. You can check this rather than take our word for it: open the network panel in your browser, run the tool, and watch that nothing leaves.
The other sixteen need something a browser cannot do alone. Converting a .docx means running LibreOffice. Compressing means Ghostscript re-encoding the images. Reading a scan means an OCR pass. Those files travel over HTTPS, get processed, and are deleted within the hour.
Most PDF sites never tell you which is which. We publish the split, because it is the one fact that should change what you send us in the first place. A contract you would rather nobody saw belongs in the nineteen.
What it costs, and what the limits are
Nothing. No paid tier exists to upgrade into, and that removes the usual reason a free tool is worse than it could be: nothing here is being held back to make a paid version look better later.
The ceiling is 100 MB per upload on the server tools and 10 MB on the three that use AI, because those have to extract the text and send it on. AI questions are three a day without an account and five with a free one, counted on the calendar day. The phone scanner takes 40 pages per pairing. Those are the real numbers, not marketing ones, and the Features page lists the awkward ones too: which tools cannot batch, which permissions you do not get to choose, and which three send text outside the European Economic Area.
Where this fits, and where it does not
One thing to do to one document? Pick the tool and go. That is what the grid above is for.
If you have several changes to make to the same file, PDF ARENA is the better door: load once, rotate, reorder, sign, annotate, export once. Every reload you skip is a minute you keep.
And if the job is bigger than either — a folder of files to process unattended, a form to build from scratch, text to re-typeset rather than annotate — this is not the right tool and we would rather say so than waste your afternoon.
